The New York City Department of Buildings (DOB) is reminding property owners of an upcoming deadline for the Periodic Inspection of Retaining Walls (Subcycle B).

Owners of properties in Manhattan with retaining walls that face a public right-of-way and stand ten feet or higher must have those walls inspected by a Qualified Retaining Wall Inspector (QRWI) and submit their inspection reports to DOB no later than December 31, 2025.
Retaining walls—especially those adjacent to sidewalks or roadways—can pose significant risks if not properly maintained, including cracking, leaning, or collapse due to weathering and soil pressure.
The Retaining Wall Inspection Program mandates that such structures be inspected every five years. Inspections must include a thorough assessment of structural stability, visible defects, and maintenance needs. Reports are submitted to the DOB on a rolling, borough-based schedule to evenly distribute compliance across the city.
Owners who fail to meet the December 31, 2025 deadline will face monthly penalties until a compliant report is filed. The DOB strongly encourages affected property owners to hire a QRWI well in advance to avoid delays and potential enforcement actions.

Initial filing: $355.00
Amended filing: $130.00
Application for extension of time to complete repairs: $260.00
Civil Penalties
Late filing: $250.00 per month
Failure to file: $1,000 per year
Failure to correct an unsafe condition: $1,000 per month (prorated daily)
Retaining Wall Ratings
All retaining walls must be given one of four ratings by the QRWI:
Safe
Safe with Minor Repairs or Maintenance
Safe with Repairs and/or Engineering Monitoring
Unsafe
